On the 6 th of October the  president of Azerbaijan  Ilham Aliyev participated in the opening ceremony of Goychay Hydro Power Plant.

President Ilham Aliyev's decree dated on the 16  th of November of 2009 with the introduction of a wide range of small hydropower plants in the country have prepared special programs. Researchers in different parts of the country, hundreds of mountain rivers and irrigation canals, you can build a small hydroelectric plant. The plants used in the production of electricity from one side allows to save fuel, and on the other hand does not harm the environment. In accordance with the presidential decree, a number of small hydro power plants are under construction in the regions. The capacity of 3.1 MW, "Goychay" ready for operation of small hydroelectric power plants.

The president of "Azerenergy"  JSC Etibar Pirverdiyev on  February 2010, informed the  president of Azerbaijan  Ilham Aliyev about  the main components of established plant.

Shirvan canal was built in the village of Bigir village of Goychay   20 million kilowatt-hours of electricity in the plant would allow.
