  1. The Government of the Republic of Azerbaijan has received for financing from the World Bank toward the cost of the Azerbaijan Scaling-Up Renewable Energy Project (AZURE), and intends to apply part of the proceeds toward payments under the contracts for Supply and Installation of auto transformers and reactor for 500/330 kV Navahi Substation: Lots 1, and 2.
  2. The “«Azerenerji»” JSC now invites sealed Bids from eligible Bidders for:

Supply and Installation of auto transformers and reactor for 500/330 kV Navahi Substation:

Lot 1: Supply and Installation of two sets of 3xsingle phase 167MVA, 500kV auto transformers for 500/330 kV Navahi Substation, plus 1 single phase unit (spare) 167MVA, 500/330kV

a) AutoTransformers, single phase 167 MVA, 500/330kV (Seven single phase units)

Lot 2:   Supply and Installation of Magnetically Controlled Shunt Reactor (3xsingle phase, 60MVA, 525kV for 500/330 kV Navahi Substation

  1. 500 kV Reactor (One Set – 3 single phase units, 60MVA, 525kV)

     Delivery is required within maximum 14 months, and delivery is required at project site in Hajigabul district, Navahi settlement, Azerbaijan. Domestic preference shall not apply.

3.         Bidding will be conducted through international competitive procurement using a Request for Bids (RFB)  as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4.         Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50 %. and for Bid cost: 50 %.

and inspect the bidding document during office hours 09:00 to 17:00 hours at the address given below.

6.   The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 300 USD. The method of payment will be through bank transfer, or cash paid at «Azerenerji». The document will be sent by e-mail (soft copy) or received at «Azerenerji» office (hard copy).

7.    Bids must be delivered to the address below. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 4 November 2025 at 11:00 am Baku time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

8.   All Bids must be accompanied by Bid Security of:  Lot-1 USD 72,500; Lot-2 USD 39,500

9.   Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
