1.          The Government of the Republic of Azerbaijan has received financing from the World Bank toward the cost of the Azerbaijan Scaling-Up Renewable Energy Project (AZURE), and intends to apply part of the proceeds toward payments under the Contract for Contract title: Construction of High Voltage Sub Stations: (a) Installation of 500 kV slot (line bay) at Azerbaijan TPP; (b) Expansion on 330 kV side at Gobu PS.

2.          The “Azerenerji” JSC now invites sealed Bids from eligible Bidders for (a) Installation of 500 kV slot (line bay) at Azerbaijan TPP; (b) Expansion on 330 kV side at Gobu PS. construction period being 365 days. Margin of Domestic preference shall not apply. Location is Gobu settlement and Mingachevir city. Delivery period is 10 months.

The qualification requirements are:

(i)         The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as USD 1(one) million for the subject contract(s) net of the Bidder’s other commitments

(ii)        Minimum average annual construction turnover of USD 3.5 million, calculated as total certified payments received for contracts in progress and/or completed within the last 3 years

(iii)          A minimum number of Two (2) similar contracts of value USD 3.8 million each that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or Subcontractor between 1st January 2020 and bid submission deadline

(iv)                    Substations constriction experience

(v)                      Experience in 500/330 kV Bays installation

3.          Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh edition September 2025 and is open to all eligible Bidders as defined in the Procurement Regulations.

4.          Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50 %. and for Bid cost: 50 %.

6.         The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 300 USD or equivalent in the local currency (AZN). The method of payment will be through bank transfer (Bank’s requisites can be requested by the below mentioned e-mail). The document will be sent by e-mail (soft copy) or received at “Azerenerji” head office (hard copy).

7.         Bids must be delivered to the address below “Azerenerji” JSC, 10 Abdulkarim Alizade str., Baku, Azerbaijan on or before 29 January 2026, 11:00 a.m. Baku time. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below “Azerenerji” JSC, 10 Abdulkarim Alizade str., Baku, Azerbaijan on 29 January 2026, 11:00 a.m. Baku time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

8.          All Bids must be accompanied by a Bid Security of USD 23,500.

9.          Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
