“Mishni” and “Alkhasli” small hydroelectric power plants came on stream in Lachin district

The Head of State attended the inauguration of the “Mishni” an “Alkhasli” small hydroelectric power plants owned by “Azerenerji” JSC in the Lachin district. President of “Azerenerji” JSC Baba Rzayev informed President Ilham Aliyev about the works done. 14 .25 MW “Agbulag”, 8.25 MW “Mishni” and 6 MW “Alkhasli” SHPPs on the Hochaz river, the largest branch of the Hekari river in Lachin region were previously destroyed by Armenians and completely reconstructed at the directions of President Ilham Aliyev. Reconstruction of the “Agbulag” SHPP is at its final stage while renovation of “Mishni” and “Alkhasli” SHPPs has been completed. It was noted that within the framework of the reconstruction project of “Mishni” SHPP, the main intake facility, 7.2 kilometers long derivation pipe line and engine room were rebuilt. In the power plant, two modern European green-certified eco-turbines, generators, control and automation panels were installed. In order to integrate the power plant into the power system, a 110/10 kV substation with a capacity of 25 megavoltampere was built, and 18 kilometers of 110 kV power transmission and optical cable lines were laid. This substation, along with the “Mishni” station, has the function of a junction for the transmission of electricity generated at the “Alkhasli” SHPP to the country's energy system. More than 23 million kilowatt-hours of electricity will be generated during the year at the “Mishni” SHPP connected to the centralized SCADA system, which allows remote control with full integration into the energy system. It was reported that within the framework of the reconstruction project of “Alkhasli” SHPP, the main intake facility, 4.3 km long derivation pipeline and engine room were rebuilt. In the power plant, two modern European green-certified generators, control and automation panels were installed. In order to integrate the power plant into the power system, 8 kilometers of 10 kV power transmission and optical cable lines were laid to the 110/10 kV substation built at the “Alkhasli” SHPP. More than 17 million kilowatt-hours of electricity will be generated during the year at the “Alkhasli” SHPP connected to the centralized SCADA system, which allows remote control with full integration into the energy system. The Head of State commissioned “Mishni” and “Alkhasli” small hydro power plants. It was noted that along with the “Agbulag”, “Alkhasli” and “Mishni” SHPPs, 40.5 small hydro power plants with a total capacity of 120 MW and an annual power generation capacity of 5 million kilowatt-hours have been reconstructed and put into operation in Lachin district so far. Currently, work is underway to reconstruct 4 power plants. In the first quarter of next year, 9 hydro power plants with a total capacity of 65.5 MW and an annual electricity generation capacity of 194 million kilowatt-hours will operate in Lachin district. It was stated environmental standards are fully maintained at hydro power plants. During the implementation of all projects, special fish-passage dams were built to prevent river fish from entering the derivation pipe and keep them in the river ecosystem. Using European green certified equipment, the river ecosystem, including flora and fauna, is fully protected, water supply of the downstream zone, at the same time, by storing twice as much water as the ecological flow in the channels of the rivers, the water supply of the downstream zone was ensured, and at the same time, the formation of underground water resources was provided. Meanwhile, during the implementation of this work, deforestation, destruction of rocks were not allowed, hydro-morphological changes were not made in the river courses. When laying derivation pipelines, environmental impacts were minimized by using special structures in accordance with international practice. Work is underway to obtain an international certificate to confirm the role of hydro power plants in reducing carbon emissions. When informing about the socio-economic importance of these projects, it was noted that 2570 of the 3965 workers on the projects implemented by “Azerenerji” JSC in 2021-2023 in the liberated territories were local residents. 170 of the 197 people provided with permanent jobs are from Karabakh and East Zangezur region. “Azerenerji” JSC organizes vocational training courses in parallel with the construction and installation works to provide employment for local residents. This initiative will be continued in the future for the employment of local residents in the construction and operation of new power facilities in the region. Dormitory complexes for engineers have been built to improve the living conditions of those working in all power facilities.
